Q. How do I get to Tahitian Village? 
A. Tahitian Village is located in Bastrop, TX, about 30 miles east of Austin. The entrance is at the intersection of Highway 71 and Loop 150. 

Q: Is an area map available?
A: Yes! The Water District Office has maps of Tahitian Village. Just ask for one at the front desk. The Water District Office is located at 106 Conference Drive. Also, a map is available on the www.tahitianvillage.com website by clicking on “Neighborhood,” then “Maps.” 

Q. I'm interested in buying a house and few lots in TV. Can you please tell me how many lots in total do you have in TV and, of those, what percentage have homes?
A. We have 7,000 lots in Tahitian Village. There have been approximately 2,000 homes built in our subdivision. 

Q: What is the status regarding the front entrance of Tahitian Village?
A: The Tahitian Village Property Owner’s Association (TVPOA) contacted the owner of the lot to the east of the entrance. The owner was receptive to our request for signage, but explained there may be a delay of up to several years before he can start building on this site. The current plan is to remove the pond and place an L-shaped stone or brick sign at the corner. The front of the sign will note the store’s name while the side of the sign will welcome visitors to Tahitian Village. Meanwhile, we have installed a small welcome sign.

The lots on the other side of the entrance are now for sale. If each resident would contribute, we could then buy those lots and erect a grand sign to identify our subdivision.

Q: What can be done regarding the empty pool and other eyesores at the entrance of Tahitian Village?
A: The TVPOA no longer owns the clubhouse, now a daycare, or pool; therefore, we cannot move forward with plans to make either more attractive. John White, the owner of the pool, has reported that it is beyond repair, but at the time of this writing, does not wish to sell it. 

Q: We are considering moving to Tahitian Village. What are the homeowner’s fees? 
A: Currently, there are no homeowner’s fees; however, the Water District charges $60 per lot per year for road maintenance. We do have tennis courts and a golf course with a fee to use them. Q. Who owns the tennis courts in Tahitian Village, and what are the dues you have to pay to play? 
A. John Creamer owns the courts. Call 512.303.0877 for more information.

Q. Do you rent out a hall to have a wedding or do you have a place that one can be held?
A. The water district has a room available to rent. Call 512.321.1688. 

Q. What is the status of the deed restriction revision? 
A.
Now that the Articles of Incorporation and Bylaws have been revised and approved, the TVPOA Board can, once again, address the deed restrictions. Please contact the TVPOA at 512.321.1145 to let us know what you would like to see added or removed from the current restrictions. Please keep in mind that, once completed, we will need approval from 60% of the property owners, including those who live elsewhere.

Q. How can I obtain a restrictions deed for Tahitian Village? I am interested in buying land there but need to know this first.
A. Try clicking on the TVPOA link on the left side of this page and go to Deed Restrictions. 

Q. Are there outdoor burning guidelines or restrictions? Like campfire / outdoor fireplace.
A. Yes there are burning guidelines; Texas Commission on Environmental Quality has burning restrictions as does the Bastrop County Health and Sanitation. It is against the law to burn trash, but please do not start a fire of any type in Tahitian Village. 

Q: Are fireworks such as fountains, fire crackers and other small fireworks that stay on the ground allowed in TV as long as we are not under a burn ban? 
A: Although the current deed restrictions do not address fireworks, regardless of whether or not we are under a fire ban, it is too dangerous anywhere in Tahitian Village. In the new deed restrictions, fireworks will be prohibited throughout our subdivision. 

Q: I need to put in a culvert in Tahitian. Is a permit required or do I need to get the work approved first?
A:
Recently adopted by the ACC and incorporated into the guidelines is this notice: For every construction that may require a culvert permit, the builder or owner must request from the Water District a site observation. In turn, the Water District will provide the builder or owner with a form notifying the county whether or not a culvert permit is required. (If it is in the City, you will need to go to the City Planning Office.) This is to ensure drainage is not obstructed in the subdivision. You should also contact SBC/ATT in the event there are underground telephone lines in that area. On this note, we have discovered a number of residents have created trenches to move water away from their homes. Please be aware that it is a violation of State Law to disturb or create a different path for natural flowing water onto adjacent properties. Said Lee Weatherford, Public Works Director for the City of Bastrop, “If you must divert water, please create a trench so that the water flows into the designated drainage facilities (culvert) or onto your own property, not onto your neighbor’s land.”

Q. Are new or used portable storage or office buildings allowed? 
A. Permits for all buildings (storage or otherwise) must be requested through Architectural Control Committee (ACC) for approval. You can also retrieve this form on this website under the ACC heading. 

Q: What can we do about the developer who is destroying property? 
A: Please call the TVPOA office at 512.321.1145 any time you see someone destroying property. Be sure to get the license plate number and, if possible, take photos. 

Q: I was under the impression homes require two lots here in Tahitian to allow for the septic system. Is this true?
A: There was a time when the Health & Sanitation Department required two lots if there was a septic system being installed. This was rescinded back to one lot if suitable soil is available to facilitate the septic system as determined by the Bastrop County Health & Sanitation Dept. In Units 1, 2 & 4, sewer is available, but Units 3 & 5 are still septic only. 

Q: Years ago, the water board decided to put in sewer lines with a promise of road repair once the lines were laid. To date, the only road repair has been a few more bumps created by filling a few more holes. What is the plan, and when can we expect a road worthy of a neighborhood such as Tahitian Village? 
A: We sent your question to Karen Pinard, general manager of the Water District office. According to Karen, the road funds and sewer funds must be kept separate per the statutes in the Texas Water Code. Roads are scheduled and completed according to the Master Road Plan which was adopted by the Texas Legislature and House Bill 706 when the district became a road authority. This road authority was voted on by the residents of Tahitian Village in a general election. Both the County and the City refused to make road improvements for the subdivision; therefore the residents decided to pave them by using assessment fees. If the sewer line is placed along a paved road, then that road will be rebuilt in the same condition as before, but unpaved roads will continue to be patched and maintained until a paved road is scheduled per the Master Road Plan. 

Q: I agree with the suggestion to charge new home builders an additional road fee that could be rolled into the price of the new home and, in turn, used to get our roads up to standard. Does this need to be voted on or is this a fee that the TVACC can add to their current requirements?
A: We asked Karen Pinard, general manager of the water district, to reply to your question. Said Karen, "The ACC previously charged builders, gave the money to the road district, and we used that money for road repairs. They tried several years ago to increase the fee and were threatened with a class action suit from one of the builders. Further checking found that the water (road district) did not have the authority to request or implement any other road fee outside of the $60 per lot per year given to us by the Texas Legislature. The only thing we can do is make a builder pay for damages caused to one of our roads but that requires proof and many dollars in legal fees. We would love to get help with any funds for road maintenance. If it were not for TVPOA right now, we would not even have materials to repair pot holes. You can see what a problem this is for the subdivision." 

Q. How much has TVPOA donated to BCWCID in the past two years? Why aren't the road district fees of $60/year being used for such purpose? 
A. We asked Karen Pinard, General Manager of the Water District, for her assistance in replying to your question. According to Karen, road fees are restricted by House Bill 706 regarding how these funds may be used. Road fees may only be used for new construction as in the paving of roads to city or county standards for the purpose of turning these roads over to that entity for future road maintenance. Once the entity accepts a road, then the Road District no longer maintains that road. Only a portion (15% or $9) of the $60 may be allocated for road maintenance. $6 is used for administrative costs such as the mailing of three statements per year, postage, paper, computer and printer costs, attorney fees, lien and late fees and tax suits. The remaining amount of $45.00 may be used for new construction. The TVPOA decreased donations for road work funds from $50,000 in 2006 to only $28,000 in 2007 and $21,000 for 2008. (The decrease enabled the TVPOA to balance the budget.) We have 65 miles of road within the subdivision. Eighteen miles have been paved, which leaves 47 miles to maintain. Without TVPOA's help, The Road District would be unable to do any base work on existing roads as fuel costs and materials have tripled within the last two years. Several roads in Units 3 and 5 were completely resurfaced with base materials. People living within these areas are grateful for these contributions. Q: The accounts receivable showed a large balance of unpaid assessments, the large majority of which are well over 10 years old and may be uncollectible. Have you looked at either writing them off or selling your interest in them to a 3rd party at a fraction of face value? This would then clear up a situation that continues on.

A: We reinstate the liens every four years so that if the property is sold, we can then collect the past due amounts. We are also considering a mass billing in an effort to collect these unpaid assessments. 

Q. What is a member in "good standing"?
A. Every person or entity who is the owner of any lot in TAHITIAN VILLAGE and also has record title of such lot shall be a member of the Association. For the purposes of determining membership, such ownership will be deemed to have vested upon delivery of a duly executed deed or contract for deed and recorded in the deed records of Bastrop County, Texas.

No member shall be entitled to vote on any matter before the Association unless current in payment of charges levied by the Association up to and including 1998.

Q. Is there any access to the Colorado River in Tahitian where you can go and walk along the river or fish off the banks?
A. The Pines and Prairies Land Trust has opened a park area on the river with hiking trails. 

Q. Who do we contact for a new street sign? Ours first was damaged and then stolen.

Q. When does the Tahitian Village Property Owner’s Association (TVPOA) meet?
A. We meet every third Tuesday at 7:00 pm in the Water District Building. Please join us!
